LETacCIS Phase 3 – P3M Delivery & Controls

More than 300 soldiers from 1st Battalion The Royal Welsh (Royal Welch Fusiliers) have been embarking on a five day live-firing exercise on the Castlemartin ranges in Pembrokeshire from January 29 to February 2, 2012.
The exercise tested the combined arms firepower and put soldiers through their paces in the most demanding and realistic scenarios available outside of theatre.
On Wednesday, February 1, B Company, 1 R Welsh, were on the platoon level ranges firing at ÄòliveÄô targets, working with military vehicles and practicing their casualty drills. The Fusiliers will also be practicing their drills to counter IEDs.
This exercise is conducted in preparation for a six-month tour to Afghanistan in 2012 as part of the International Security Assistance Force (ISAF).
Some of those involved have previous Afghan experience Äì from their 2009 deployment Äì although for some troops this will be the first time they have trained for an operational tour.

Background & requirement
LE TacCIS is a Cat A £4Bn joint sponsored programme on the Government Major Project Portfolio (GMPP). As a result of an IPA audit the Programme was advised to re-set Programme governance and controls.
Approach
Through provision of embedded support to Army HQ, TP Group has implemented a revised LE TacCIS governance framework that optimises extant processes and tools to improve availability and accuracy of project and programme information for reporting and decision making. The team are APM Practitioners and have detailed knowledge, skills and experience of applying APM principles/guidelines in the public/private sector.
Based on OGC feedback, and tailoring APM, MSP, ASG and DOM, the team defined and implemented a Programme Management Plan that described the processes, organisation, tools and information (POTI) across the P3M layers (including ISS/JFC/Army Portfolios) for: Benefits, Risk, Scope, Change, Cost and Resource and Stakeholders. The PMP defined reporting and escalation thresholds, improving Mission Command and enabling more timely and informed decisions making across the P3M layers.
Based upon TP Group’s extensive knowledge and experience of ISS, JFC DE&S and Army processes and tools, TP Group has exploited information from tools including EPM & P6 for schedule management, ARM for risk management, MOOD for business, functional and physical architectures, ADMIS for dependency management, and DOORS for requirements management.
Outcome
The PMP has become the go-to source of information for managing the Programme. It includes the POTI for managing each of the pillars, and also a Project Mandate for each project to describe the expected outputs, milestones and dependencies for each project, ensuring that delivery team and Programme team have a clear understanding of their responsibilities. The next IPA review moved the Programme from Red to Amber.
